The Department of Finance - Abu Dhabi (DoF) has hosted its third ADERP Forum to discuss its shared ERP system.

The event was held in association with Oracle to highlight the latest developments in the Abu Dhabi Enterprise Resource Planning System (ADERP), a shared ERP solution which provides services for 55 Abu Dhabi government entities.

The forum was attended by HE Safwan Obeid bin Safwan, Executive Director of Government Account Sector, DoF - Abu Dhabi, Arun Khehar, Senior Vice President for ECEMEA, Business Applications, Oracle, Dr. Hazem Turki El Khatib, Division Manager, Information Technology, DoF - Abu Dhabi, along with a number of general managers and directors from DoF DoF - Abu Dhabi, and representatives of Abu Dhabi government entities and Oracle Middle East and Africa.


Over 750 employees and system users attended the event, which included training to keep users up to date with new features and best practice related to ADERP, and to enhance their efficiency using the solution.

HE Safwan Obeid bin Safwan told the forum: "We organised this forum to provide an interactive platform for participants to learn about the latest system developments, as well as the opportunity to exchange experiences and knowledge with specialists and system users, enabling them to manage the functions provided by the system.

"Through the ADERP system, we seek to ensure joint strategic direction for all government entities which are funded through the general budget of the emirate. The system reflects our ongoing efforts to implement a unified framework for the management of government resources, preparing the general budget and implementing it, as well as implementing the accounting system on accrual basis and international accounting standards for government sectors. This will in turn achieve the optimal use of financial and human resources in Abu Dhabi."

The forum included three workshops on ‘From Procurement to Payment', ‘From Hired to Retirement' and ‘Planning to Budgeting' which looked at different capabilities for ADERP, including procurement processes, HR and staff management, and financial planning and analysis.

Dr Hazem Turki El Khatib delivered a presentation which showcased the latest ADERP developments, and their vital role in providing decision-makers with accurate and integrated financial information and data. The system also provides a flexible platform which integrates current government resource management systems and enables salary operations and report preparations for all government entities, which improves efficiency and reduces costs, whilst enhancing the quality of financial data.

ADERP was first implemented in 2013, to provide an integrated financial framework to manage the Abu Dhabi government general budget. The system features 25 modules financials and HR functions, and joint e-services for government entities to manage internal and external resources, perform financial operations, procurement and human resources, while maintain work independency.

Arun Khehar of Oracle provided the forum with an update on Oracle's investment into a UAE data centre, and also its technology plans and the latest updates to its ERP solutions.

Khehar said: "Today we have numerous local government entities connected to the Abu Dhabi ERP system with more than 800,000 transactions including payments, revenues, and payroll being processed through the system each day. The system has presented important cost-savings as the implementation of one unified platform has cost 88% less than the investment required to develop and operate a different system across each government entity. Oracle is proud of its strategic partnership with Abu Dhabi government and the Department of Finance as our ERP system has efficiently managed all financial and non-financial operations, such as human resources, for the government since 2013. This year we announced that we will be investing in a new data center in UAE and this signifies our continued commitment to Abu Dhabi and wider UAE market."

Commenting on the system's efficiency, Hashim Kaabi, Financial Planning and Analysis Manager, Abu Dhabi Tourism & Culture Authority, said: "The ADERP system plays a pivotal role in developing accounting systems at the Authority. It provides timely, accurate reports and financial data, as well as convenient access to this information across all of the Authority's centres. DoF works hard to enhance users' abilities to use the system and increase their knowledge of its tools, which simplifies task performance."
